In this poem Milton is blind and thinks that he is useless because of his blindness, as he couldn't write.
He complains God for being unfair to him to give him the talent of writing and taking away his eyes afterwards.
He finds that God is King, The Omnipotent, He wants Milton to bear the situation. Milton is serving God even by not working.
Milton is ready for work but God does not want any work from him.
