It's about a homeless hunchback who spends his days in a park. He dreams about someday meeting the perfect girl who has nothing wrong with her and in the poem he describes what he sees in the parks. Children pretending to be zoo animals (tigers) and children laughing at him because of how he looks. It says something about him shaking a paper in the poem doesn't it? That's trying to sa that he shakes the paper in anger at the children when they laugh at him.
