If you are looking for an up and coming but unknown illustrator, try the local arts college.

Search engines are a good place to start. Book package companies might be able to provide illustration services, along with binding and editing services. Book package companies can be found in the Writers' and Artists' Yearbook under the 'Listings' section.

On the other hand you could create your own website and advertise for an illustrator on there. There are also websites which allow people to post projects for illustrators to undertake. It does cost money to do this, but the fee is reasonable, usually around £25 on some sites. Freelancers.net is one site you could try. You can either state how much you would pay the illustrator or they will provide you with a quote to give you an idea of how much they charge.

If you have a friend who can illustrate books then they may do it for you at a discounted price (though make sure that their work is of a professional standard). Also bear in mind that in some cases illustrators may get royalties, which means that they get a percentage of you make from selling the book.

There are self-publishing companies that can help you find professional illustrators to do the job for you. Xlibris has a list of topnotch designers and illustrators for you to choose from at a reasonable fee.
