Prison Break (just like any other studio series) was written by a panel of writers hired by the production studio (Fox Broadcasting Company).
The idea for the series, however, was was suggested to writer Paul Scheuring by producer Dawn Parouse, who wanted to produce an action-oriented series.
Paul Scheuring also wrote the pilot, which all the other writers built upon.
