Well, it could mean a number of things. I believe one of the most important reasons for repeating something in poetry is to make it stand out. When something stands out more to you in a poem it lets the poets meaning (of the poem) come across better. Another reason repetition is used is for flow. This helps the poem sound/look better and make things not so complicated.
