It says that the poet wanted to get nearer to God or wanted to hear the voice of God and therefore he climbed at the top of the church(steep roof)called as steeple in the poem, but the God orders the poet to go down again and live among his creation(human beings in specific)and his creation by this way he can get nearer to God.

Explanation:
In these lines poet says that he wanted to make conversation with God. In this connection he went up the tower of church. When he reached at the top of the tower God asked him to go down, because he (God) lives among the people. The best way to find him is to serve humanity.

The poet, seems weary of the carefree but complicated job of being totally free.He longs for duty, to serve, to deepen his relationship with God and Reason. He esteems those who have the answers. He struggles with choice.

The poet implores Duty to guide him when he erroneously follows his own judgement rather than listening to the mandate of Duty.

The poet has tried to covey that Duty is like the light that guides us, like a rod that checks us from making mistakes. He has implored duty to watch over him because he is tired of living a life which is controlled by his impulses. He now seeks peace and enlightenment. He calls duty the voice of God that is our conscience, awful power and a stern law giver.Though duty is strict she carries a Godly face with a benignant expression and a beautiful smile upon her face.

Yes. No one can beter explain than that who is the cenre of that poem. It means that God lives in form of human being with humans and tries to live according to His own directions. When He Himself is unable to follow His very own diretions, He will end the world. That will be doomsday. Therrefore, make the life of ordinary people easier becuase you dont know the person asking you foolish little things might be God himself judging you.
