It means don't Rush Through Life, Take it Slow And Be Careful.
The Hare Jumps On Ahead, but Had To Rest And So Lost The Race.
The Tortoise Was Sensible.

Many people have good natural abilities which are ruined by idleness.  The failure of the hare to take advantage of his natural abilities is the central moral of the story, because if the hare hadn't had the attitude he did, the tortoise would never have won.
