3rd person limited as a literary point of view means the narrator does not have access to the thoughts of the characters. They can only describe what is seen (on the surface) such as actions or dialogue, apparent moods. Third person omniscient, in contrast, means the narrator is all knowing,  having access to the minds of characters and knowing the true intentions/feelings of characters.
