You CAN get a copy, sadly it is an exact copy and not in English, so no their is no vast conspiracy.
You can find it at www.kb.se  scaned page by page and posted them on the internet and anyone who understands the language can read it and translate it.

Wow I just downloaded a full copy of hi resolution images of the pages. If I could read the language it is written in, I could read the copy I have. Watch out for people discussing this topic that use the word "Cos".
