Pennies made before 1982 we 98% copper. Those after mid-1982 were mostly zinc and only 2.5% copper. If you do the math, the copper content of a penny then is only .06 grams or .0001322773573109 pounds. So if you divide that into the 180,000 pounds of copper in the Statue of Liberty, you could make 1,360,777,110 pennies.

One penny weighs 2.5 grams, roughly 181 of them make one pound at 453.59 grams. The Statue of Liberty weighs roughly 430,000 pounds, although only 180,000 pounds is actually copper. The other 250,000 is steel. A penny is made up of zinc with a copper cladding.
I'm not sure how much of the pennies weight is actually the copper, so it is hard to even guess how many pennies it would take. But if you have the motivation this should send you in the right direction - have fun :)
