Photoshop comes with a free trial for 30 days, but the download takes a while... I have used www.fotor.com before, which was pretty good and you can get started really quickly.
Or are you looking for something you can use on your phone or something? There's an app called Seene which can let you make 3D photos, and I also use Fuzel to make random collages.
